A Gestão de Recursos Humanos: Suporte teórico, Evolução da Função e Modelos

Abstract

Este texto estrutura-se em quatro pontos. O primeiro ponto situa as origens teóricas da GRH nas teorias organizacionais e comportamentais e apresenta a perspectiva sociológica sobre esta função organizacional. No segundo ponto faz-se uma abordagem histórica da origem e evolução da função RH de modo a perceber de que forma esta função acompanhou a evolução do contexto ambiental das empresas e como, em diferentes momentos, respondeu às necessidades específicas das empresas. As designações atribuídas – Administração de Pessoal, Gestão de Pessoal, Gestão de Recursos Humanos e Gestão Estratégica de Recursos Humanos – reflectem a importância crescente que a função foi assumindo nas organizações e a valorização progressiva dos indivíduos e das suas capacidades nas organizações. No ponto seguinte apresentam-se sumariamente algumas das especificidades do panorama português no domínio da GRH. Neste caso a ideia que vigora é a de que o país revela algum atraso, quer na introdução da função quer na adopção das suas concepções mais modernas. Ou seja, as empresas portuguesas revelam alguma propensão para aderir às inovações tecnológicas e pouca apetência para a inovação social e organizacional sendo que os estudos consultados sobre a realidade portuguesa apontam para a predominância de uma função RH de cariz essencialmente administrativo. Finalmente, apresentam-se quatro tipologias de modelos teóricos de GRH: o modelo weberiano; os modelos hard e soft, os modelos macroeconómicos e os modelos contingenciais. Estes modelos não são opostos, mas antes complementares e sintetizam a forma como a função se operacionalizou nos vários momentos da sua evolução.
