Zur Kritik des BIP als Indikator für Wohlstand und Wirtschaftswachstum

Abstract

Die vorliegende Studie befasst sich mit der Kritik an weiterem Wirtschaftswachstum zum einen und mit der Kritik am Bruttoinlandsprodukt als Wohlstandsindikator zum anderen. Anlass ist die Einsetzung der Enquetekommission „Wachstum, Wohlstand, Lebensqualität“ durch die Bundesregierung, welche alternative Wohlstandsindikatoren bzw. entsprechende Ergänzungen zum BIP prüfen soll. Dazu sollen hier Anregungen vor allem aus Sicht der ökonomischen Theorie gegeben werden. Während es nämlich keinen Mangel an konkreten Vorschlägen für alternative Wohlstandsindikatoren gibt, ist ihre theoretische Konsistenz bisher selten thematisiert worden. So ist es keineswegs selbstverständlich, dass man den Wert des BIP etwa um die Kosten des Umwelt- und Ressourcenverbrauchs bereinigen kann, ohne dabei in logische Widersprüche zu geraten. Zudem zeigt sich bei näherer Analyse, dass das BIP sehr viel mehr wohlfahrtsrelevante Informationen enthält, als auf den ersten Blick erkennbar ist.
