Abstract

The goal of the research is analyzing the main constraints to the development of manufacturing industries and proposing the criteria of necessity and effectiveness of the support of different industries. To achieve the above objective the following tasks were solved: - the review of theoretical approaches to industrial policy was conducted; - the main constraints to the development of Russian manufacturing industries were identified; - the current distribution of budget resources between different manufacturing industries was analyzed and the changes to the distribution was propozed; - the impact of financial constraints on industrial development was quantitatively estimated; - the recommendations for the use of the study’s results were proposed.
