Abstract

북미 3개국은 전통적으로 공급망 연계가 활발한 경제 권역이다. 북미 3개국을 단일 국가라 가정하면, 2020년 기준 북미 수출액이 1달러 증가할 때마다 권역 내 부가가치 증가액은 0.94달러로 자체 완결성이 매우 높다. 1994년 발효된 북미 3개국 자유무역협정인 NAFTA(North America Free Trade Agreement)가 USMCA로 개정되면서 북미 역내 공급망 기여가 강화되었고, 바이든 행정부에서는 「인플레이션 감축법」을 제정하여 친환경차 보조금 지원을 받기 위한 요건 중 하나로 완성차를 북미에서 조립하고, 배터리 부분품 및 핵심광물은 북미를 포함해 다양한 국가에서 수급이 이루어질 것을 요구하고 있다. 또한 바이든 행정부에서 재개된 북미 3개국 정상회담은 북미 3개국 반도체 포럼, 공급망 매핑을 통한 투자 기회 발굴, 핵심광물 조사를 핵심 의제로 선정하여 협력을 보다 강화하는 방안을 마련했다.The three North American countries have traditionally been an economic region with active supply chain linkages. If the three countries of North America were considered a single nation, by 2020, for every dollar of exports generated within North America, $0.94 of the added value would by added within the region itself, demonstrating a high degree of self-sufficiency. The North American Free Trade Agreement (NAFTA), a free trade agreement among the three nations that came into effect in 1994, has evolved into the United States-Mexico-Canada Agreement (USMCA) with the aim of strengthening regional supply chain contributions.
