Abstract

주요국 간에 아세안을 둘러싼 협력 경쟁이 심화되면서, 아세안 플러스 원(ASEAN Plus One, 이하 아세안+1) 협력 메커니즘이 더욱 강화될 전망이다. 2021년 호주와 중국이 아세안과 포괄적 전략적 동반자 관계(CSP)를 맺은 데 이어, 2022년에는 미국과 인도, 2023년에는 일본이 아세안과의 관계를 CSP로 격상했다. 한국도 2024년 수교 35주년을 맞아 아세안과 CSP를 수립하였다. 미ㆍ중 경쟁으로 인해 아세안 중심성이 도전을 받는 가운데, 아세안은 아세안+1 메커니즘을 활용해 동남아 지역에 대한 대화상대국의 관여와 협력을 촉진할 것으로 보인다. 이와 같은 배경에서 본 연구는 아세안의 대화상대국 관리 전략, 주요국의 CSP 추진 현황과 협력 방식, 한-아세안 협력에 대한 아세안 현지 전문가들의 인식을 분석해, 한-아세안 CSP 추진을 위한 함의를 도출하고자 했다. As major countries compete to deepen ties with ASEAN, the ASEAN Plus One (ASEAN+1) cooperation mechanism is poised to gain further momentum. In 2021, Australia and China established Comprehensive Strategic Partnerships (CSPs) with ASEAN, followed by the U.S. and India upgrading their relationships to CSPs in 2022, with Japan following suit in 2023. In 2024, South Korea also formalized a CSP with ASEAN, marking the 35th anniversary of the ASEAN-ROK dialogue partnership. Amid mounting challenges to ASEAN centrality arising from U.S.-China rivalry, ASEAN is likely to leverage the ASEAN+1 mechanism to attract greater engagement and cooperation from dialogue partners across the Southeast Asian region. Against this backdrop, this study aims to examine ASEAN’s dialogue partnership mechanisms and evaluate South Korea’s role within this framework. (the rest omitted)
