Palkkanormit ja palkanmuodostus Suomessa

Abstract

Raportissa tarkastellaan funktionaalisen tulonjaon ja työttömyyden välistä riippuvuutta kiinnittämällä erityishuomio ajanjaksoon 1990–2003. On luontevaa olettaa joukkotyöttömyyden vaikuttaneen oleellisesti palkkavaatimuksiin ja siksi myös funktionaaliseen tulonjakoon. Suomalaisessa keskustelussa joukkotyöttömyyteen liittynyttä palkkamalttia onkin pidetty yhtenä syynä palkkojen kansantulo-osuuden laskuun. Raportissa tarkastellaan työvoimakustannusten kehitystä ja erityisesti palkkakehityksen maltillisuutta ajanjaksolla 1990–2003 ottamalla vertailukohdaksi ajanjakson 1962–2003 keskimääräinen kehitys. Ekonometrinen analyysi perustuu palkkakäyrän ja dynaamisen palkkayhtälön estimoimiseen.Tarkastelujen keskeisin tulos on se, että joukkotyöttömyys on vaikuttanut oleellisesti funk- tionaaliseen tulonjakoon. Se on pitänyt palkkojen kansantulo-osuuden alhaisena. Työttömyys on myös ollut tärkein syy siihen, ettei palkkakehitys ole ollut viimeisen kymmenen vuoden aikana sopusoinnussa minkään suomalaisessa tulopoliittisessa keskustelussa esillä olleen palkkanormin kanssa. Palkankorotukset ovat olleet palkkanormien mukaisia korotuksia maltillisempia. Estimointitulosten perusteella suomalaiselle ay-liikkeelle riittää nykyisellä työttömyyden tasolla palkkojen kansantulo-osuuden säilyttäminen nykytasolla. Toi- saalta jos työttömyys tulevaisuudessa alenee, voidaan odottaa palkkojen kansantulo-osuuden kasvavan.
