Abstract

Based on aggregate data from the General Population and Housing Census of 2004 and 2014, we first draw up the demographic and socio-economic profile of the Moroccan population. We then present the methodology for constructing the composite indicator of living standards including indicators of education, health and housing conditions. The construction of this composite indicator is inspired by the multidimensional poverty measurement approach developed by Alkire and Fooster in terms of the choice of dimensions and weighting schemes. Finally, we carry out a comparative analysis in time and space of the results of the various socio-economic indicators at the finest local level (region, province, municipality, etc.), while emphasizing the comparison between the municipalities targeted by the INDH and those not targeted by the INDH. The results obtained that the living conditions of Moroccans were relatively improved between 2004 and 2014. Indeed, the analysis of the evolution of the various indicators related to education, health and housing conditions testifies to this. This improvement affected all localities (regions, provinces and municipalities). The analysis of the evolution of the composite deprivation index comprising the different dimensions of standard of living confirms this trend. Furthermore, this analysis also made it possible to observe that the rural communes targeted by the actions of the INDH launched in 2005 saw the living conditions of their population improve further. Such a conclusion could be confirmed or qualified, thanks to the use of new techniques for assessing the impact of public policies (propensity score matching methods).
