O quadro político e institucional do setor energético brasileiro

Abstract

Este artigo pretende oferecer uma síntese do quadro político e institucional do setor energético brasileiro, com ênfase especial ao papel exercido pelas fontes de energia alternativas. Ele está dividido em quatro partes. A primeira apresenta um panorama das energias renováveis no Brasil, detalhando o situação da bioenergia, da energia eólica, das pequenas centrais hidrelétricas, da energia solar fotovoltaica e da energia termosolar. A segunda explica o mercado de eletricidade brasileiro, detalhando o funcionamento dos ambientes de contratação regulada e livre, o processo de comercialização, operações de curto prazo, a geração e a distribuição. A terceira sintetiza o quadro institucional do setor elétrico brasileiro, apresentando seus marcos políticos e regulatórios e explicando os principais órgãos que respondem pela operação do sistema, pelo planejamento e pelas questões ambientais. Por fim, a última parte traz um resumo das leis e regulamentos do setor elétrico.
