La rémunération fondée sur la performance améliore-t-elle la qualité de l'enseignement ?

Abstract

Il est établi de longue date par l’enquête PISA que les systèmes d’éducation performants rémunèrent, en général, davantage leurs enseignants. Ces systèmes privilégient par ailleurs souvent la qualité de l’enseignement par rapport à d’autres critères, notamment la taille des classes. Mais au vu des contraintes budgétaires actuelles, l’augmentation des salaires de tous les enseignants ne paraît pas une solution viable. C’est pourquoi de nombreux pays ciblent désormais les augmentations de salaires sur les établissements présentant des besoins spécifiques ou des pénuries d’enseignants, ou renforcent, au niveau local, la flexibilité des dispositifs de rémunération. D’autres pays ont opté pour des systèmes de rémunération individualisée. Mais la reconnaissance et la récompense de la performance des enseignants à travers la rémunération constituent-elles un vecteur efficace d’amélioration ?
