Las heterogéneas trayectorias de cambio estructural en las Áreas Económicas Locales de la Provincia de Buenos Aires (1996-2019)

Abstract

La provincia de Buenos Aires tiene características que la asemejan a países completos en otras partes del mundo y, por ello también, constituye un espacio geográfico sumamente heterogéneo. Este trabajo busca contribuir a la comprensión de sus heterogeneidades productivas, a partir del análisis de las trayectorias de cambio estructural (CE) de la provincia y, particularmente, de las 23 áreas económicas locales (AEL) en su interior. En base a datos de empleo registrado en el sector privado para el período 1996-2019 y aplicando las cuatro definiciones de CE más utilizadas en la literatura, se aprecia que, tanto a nivel país, de la provincia en su conjunto, como en los grandes centros urbanos, la principal manifestación de CE favorable es un leve aumento del peso de los sectores intensivos en conocimiento. No obstante, en muchas AEL al interior de la provincia se observa también un incremento de la diversidad productiva, algo no identificable desde la escala nacional o provincial. Los resultados revelan además una importante heterogeneidad en las trayectorias de CE entre AEL que incluso comparten condiciones similares (tamaño, localización o perfil productivo), lo cual revaloriza el diseño de políticas ajustadas a las características y posibilidades de cada territorio.
