Abstract

El objetivo del informe es describir la evolución y los efectos del mecanismo de transferencia de las Cuotas Individuales Transferibles de Captura (CITC). Se analiza el caso de la pesquería de merluza común (Merluccius hubbsi) de la unidad de manejo al sur del paralelo 41º S en el período 2010-2015. La fuente de datos son los Informes de Gestión del Régimen de Administración por CITC de la Subsecretaría de Pesca y Acuicultura (SSPyA). El Régimen de CITC permite realizar dos tipos de transferencia, definitiva y transitoria. El intercambio de cuotas se realiza a través de un acuerdo privado entre las partes. El mecanismo de transferencia de cuota cumplió un rol decisivo en el desempeño del Régimen de CITC. Por un lado, agilizó la adaptación de las empresas al nuevo marco institucional y facilitó el ajuste del cupo de cuota a las exigencias del régimen de explotación. Por otro lado, aportó flexibilidad a la decisión de quiénes pescan, mejoró la eficiencia en la explotación del recurso y permitió reducir la capacidad de pesca de la industria. Las transferencias de cuotas no incrementaron la concentración en la tenencia de cuotas. El mercado se mostró competitivo a lo largo del período con una distribución desigual en la asignación de las cuotas, que reflejó la heterogeneidad en el tamaño de las empresas característica de la industria.
