Les contraintes nouvelles de la politique de cohésion économique et sociale d'une Europe à plusieurs vitesses

Abstract

The euro zone risks to increase effects of agglomeration to the detriment of its regions late development that would have to undergo a competition stronger of territories out of the monetary union and eastern country submissive to economic policies less rigorous (possibility of practices of dumping monetary, salary and fiscal conditions,… more advantageous for firms). The affirmation of an economy of archipelago consolidated by the emphasis of the inter-regional cooperation can entail an increase of regional tensions inside member States. These changes are going to concern an european Community in which progress of the last twenty years concerning social and economic cohesion have ended to reduce inequalities between member States while gaps of wealth have increase between regions of a same country. Needs for the social and economic cohesion increase in a context, on the one hand, quasi-fixedness of european structural fund in real terms and, on the other hand, before - adherence to the Union of central and oriental Europe country in which exist potential growth poles based on factor qualified work and necessitating a community endorsement. It seems then to be released adaptations of the european cohesion policy proposed in the program of the Agenda 2000 an implicit choice of important financing of zones to capacity of development according to a logic of integration to an economy of archipelago. Regions in durable development difficulties are momentarily less sustained. (Full text in French)
