Langfristorientierung in der Arbeitsmarktpolitik

Abstract

Seit mehr als 30 Jahren ist in Deutschland ein treppenförmiges Anwachsen der Arbeitslosigkeit zu verzeichnen. Meist wurde auf diese Entwicklung mit eher kosmetischen Reformen reagiert, die fundamentalen Ursachen wurden nicht angegangen. Diese Vorgänge stellen die Sozialsysteme vor große Herausforderung und bedrohen zunehmend den wirtschaftlichen Wohlstand. Im Rahmen der Hartz-Reformen wird nun versucht, insbesondere durch eine Änderung der Anreiz- und Vermittlungssysteme den Problemen des Arbeitsmarktes zu begegnen. Im vorliegenden Artikel werden die Auswirkungen einiger zentraler Punkte der Reformen vor dem Hintergrund gängiger Arbeitsmarkttheorien untersucht und einen weitergehenden Reformvorschlag vorgestellt, der direkter an den Ursachen der Arbeitslosigkeit ansetzt. Abstract: Since more than 30 years, there has been an increase in german unemployment. Economic policy, in most cases, has reacted to this with only small changes in labour market institutions, the fundamental causes of the problems remain unsolved. This behaviour endangers the systems of social security and economic welfare. Latest labour market reforms try to solve the problems mainly by increasing the incentives to work and through better placement. This article looks at the main points of the reforms in the background of standard labour market theories and makes further suggestions to solve the fundamental causes of unemployment.
