Finanzierung des Krankenversicherungsschutzes: Entgleiste Reformdebatte wieder auf Spur

Abstract

Anfang Juli 2010 legte Gesundheitsminister Rösler ein Eckpunktepapier vor, aus dem hervorgeht, wie die Bundesregierung die Finanzierung der gesetzlichen Krankenversicherung zu stabilisieren gedenkt. Unter systemischen Gesichtspunkten steht die Einführung einer 2-Prozentregel im Vordergrund. Von der Regierung wird diese als ein erster Schritt auf dem Weg zu sozial ausgeglichenen Pauschalprämien verstanden. In diesem Beitrag wird zunächst die vorausgegangene Reformdebatte nachgezeichnet. Es wird dann der Frage nachgegangen, mit welcher Art von Reformen der als mangelhaft erkannten Effizienz des deutschen Gesundheitswesen nachhaltig zu begegnen ist. Die 2-Prozentregel wird in diesem Zusammenhang als eine sinnvolle Fortentwicklung des Gesundheitsfonds gewürdigt.
