Capital Público Y Productividad De La Economía Espanola

Abstract

The aim of this paper is to analyze the role of public capital, specially the role played by the different types of infrastructures and their territorial distribution in the productivity gains of the Spanish private sector. The analysis is carried out starting from an estimation of Spanish public capital endowments, elaborated, for the first time, by the Instituto Valenciano de Investigaciones Económicas and dissagregated functionally and territorially into the 17 Spanish regions. After a brief description of the Spanish public and private endowments and their relation to other OCDE countries as well as of the public capital stock structure, the capacity of public capital to explain productivity gains in the Spanish economy is analyzed, obtaining as a main result that the public capital stock structure is relevant for private productivity and that the infrastructures directly linked to the production process have a more significant and positive effect than the social ones. El objetivo de este trabajo es analizar el papel que el capital público, los tipos de infraestructuras en los que se concreta y la distribución territorial de las mismas desempeñan en las ganancias de productividad del sector privado de la economía española. El análisis se realiza a partir de la elaboración por el Instituto Valenciano de Investigaciones Económicas de la primera estimación de dotaciones de capital público de las Administraciones Públicas con desagregación funcional y territorial por Comunidades Autónomas. Tras una breve descripción de los datos básicos de la economía española en lo que se refiere a dotaciones de capital público y privado en comparación con diversos países de la OCDE, así como de la composición del stock de capital público en España, se analiza la capacidad del capital público para explicar las ganancias de productividad de la economia española tanto a nivel agregado como a nivel regional, obteniéndose como principal resultado que la composición del stock de capital público se muestra relevante para explicar la productividad privada, y las infraestructuras ligadas directamente al proceso productivo presentan un efecto positivo y mis significativo que las sociales.
