Entwicklung der Erwerbslosigkeit in Thüringen : welche Rolle spielt der demografische Wandel?

Abstract

"In Thüringen ist die Erwerbslosigkeit in den letzten Jahren sehr stark zurückgegangen. Die Zahl der Erwerbslosen im Alter zwischen 15 und 65 Jahren sank von 250 Tausend im Jahr 1993 auf 92 Tausend im Jahr 2011. Auch die Erwerbslosenquote weist in diesem Zeitraum einen deutlichen Rückgang von 19,2 auf 7,7 Prozent auf. Da der Freistaat in besonders starkem Maße vom demografischen Wandel betroffen ist, wurde zunehmend die Vermutung laut, dass dieser einen wesentlichen Beitrag zur Lösung des Arbeitslosigkeitsproblems leisten würde, da aufgrund des Rückgangs und der Alterung der Bevölkerung weniger Erwerbspersonen dem Arbeitsmarkt zur Verfügung stünden. Der Arbeitsmarkt in Thüringen wurde in den letzten 20 Jahren jedoch nicht nur vom demografischen Wandel geprägt, sondern beispielsweise auch von Veränderungen im Erwerbsverhalten der Bevölkerung. Die Zerlegung der Erwerbslosenquote in einen Altersstruktur-, Verhaltens- und Arbeitsmarkteffekt zeigt, dass der demografische Wandel nur einen äußerst geringen Beitrag zur Abnahme der Erwerbslosenquote geleistet hat. Veränderungen in der Erwerbsbeteiligung schlagen ebenfalls kaum zu Buche. Den fast alleinigen Anteil am Rückgang der Erwerbslosenquote kann dem Arbeitsmarkteffekt zugeschrieben werden. Auch in Zukunft ist davon auszugehen, dass der Altersstruktureffekt quantitativ kaum Bedeutung für die Arbeitsmarktentwicklung haben dürfte." (Autorenreferat, IAB-Doku)
