Existenzgründungen: Unterm Strich ein Erfolg

Abstract

"Mit Einführung der Ich-AG im Jahr 2003 stieg die Zahl der geförderten Gründungen aus Arbeitslosigkeit auf ein nie gekanntes Niveau. Bis Mitte 2006 wurde insgesamt rund eine Million Gründungen gefördert, davon knapp 400.000 Ich-AGs mit dem Existenzgründungszuschuss (ExGZ). Zugleich wurden Existenzgründer nach wie vor mit Überbrückungsgeld (ÜG) gefördert. Sie haben ein höheres Qualifikationsniveau als ExGZ-Geförderte und entsprechen viel eher den nichtgeförderten Gründern. Mit dem ExGZ wurden Zielgruppen erreicht, die im Gründungsgeschehen zuvor unterrepräsentiert waren, wobei vor allem der hohe Frauenanteil auffällt. Ein Großteil der Geförderten ist 8 Monate nach Gründung noch selbständig. Sowohl ÜG- als auch ExGZ-Geförderte sind deutlich seltener arbeitslos gemeldet als vergleichbare Nicht-Teilnehmer und erzielen ein deutlich höheres Erwerbseinkommen. Das ÜG weist überdies eine positive monetäre Effizienz auf, d.h. die BA spart damit Kosten ein. Die monetäre Effizienz des ExGZ ist leicht negativ. Die Ich-AG zählt aber immer noch zu den vergleichsweise kostengünstigen arbeitsmarktpolitischen Maßnahmen." (Autorenreferat, IAB-Doku)
