Abstract

Au Chili, le Plan Regulador Comunal (PRC) est un instrument qui joue un rôle central dans la régulation des aires urbaines et périurbaines, ainsi que dans les relations entre les acteurs locaux, régionaux et nationaux. L'objectif du PRC aborde la définition et la régulation des limites urbaines, de l'occupation du sol et des réseaux viaires. Néanmoins, le PRC n'a pas nécessairement une vision partagée du territoire. La gouvernance peut nous aider à comprendre les divers intérêts des acteurs sur le territoire. D'un point de vue académique, aucune étude n'examine de manière précise la gouvernance territoriale des aires périurbaines au-delà des aires métropolitaines au Chili. Notre recherche vise à combler cet écart en portant un regard sur les rapports entre les acteurs dans les aires périurbaines. Ainsi, nous analysons les pratiques relationnelles du système d'acteurs de l'aire périurbaine de Melipilla autour du PRC. À partir de l'analyse des entretiens, nous identifions six types des relations engendrées dans le PRC.
