The Role of R&D Collaboration Networks on Regional Knowledge Creation: Evidence from Information and Communication Technologies

Abstract

We investigate how R&D networks impact regional innovation, considering alternative connectivity structures based on co‐publications, co‐inventions and projects supported by the EU‐FP. Patent activity impacts on ICT during 2003–2009 for 213 European regions are quantified using a spatial Durbin model. Findings indicate that local knowledge flows to proximate regions are influenced by: proximate regions that are not collaboration partners, proximate collaboration partners, and distant collaboration partners. Evidence on the role of distant collaboration partners is found only for co‐invention networks. Se investigó el impacto de las redes de I+D en la innovación regional, para lo cual se consideró las estructuras de conectividad alternativas basadas en copublicaciones, coinvenciones y proyectos apoyados por el PM‐UE. El impacto de la actividad de las patentes en las TIC durante el periodo 2003‐2009 se cuantificó utilizando un modelo espacial de Durbin para 213 regiones europeas. Los hallazgos indican que los flujos de conocimiento local hacia regiones próximas están influidos por: regiones próximas que no son socias de colaboración, socias de colaboración cercanas y socias de colaboración distantes. Tan sólo se encontró evidencia sobre el papel de los socios de colaboración distantes en las redes de coinvención. 本稿では、共同出版、共同発明、欧州研究開発フレームワークプログラム(EU‐FP)の支援を受けたプロジェクトを基にした代替的な連関構造を考慮して、R&Dネットワークが地域のイノベーションにどのように影響を与えるか検討する。空間ダービンモデルを用いて、2003年から2009年のヨーロッパの213の地域における、情報通信技術に対する特許活動の影響を定量する。結果は、近接地域への地域の知識のフローは、コラボレーションパートナー、近隣のコラボレーションパートナー、遠隔のコラボレーションパートナーのいずれでもない近接地域の影響を受けることを示している。遠隔のコラボレーションパートナーの役割に関するエビデンスは共同発明ネットワークにおいてのみ認められる。
