Abstract

Comment concilier les objectifs d'équité territoriale et de croissance macroéconomique ? L'approche traditionnelle consiste à répartir l'activité sur le territoire. Mais les enseignements de la nouvelle économie géographique préconisent plutôt de concentrer les moyens de production en un petit nombre de lieux, puis de distribuer les fruits de la croissance à travers le territoire. Nous nous inscrivons ici dans cette logique, tout en insistant sur le rôle des autorités publiques pour assurer (ou rétablir) l'égalité des chances territoriale en matière d'éducation, d'accès à l'emploi et de santé.
