Abstract

En France, les années 2000-2014 sont encore des années d'avancées partielles, d'hésitations entre trois modèles de réforme de l'État. D'un côté persiste un ancien modèle d'administration bureaucratique avec le modèle de gestion des ressources humaines qui lui est associé. Un deuxième modèle, plus récent et productiviste, orienté vers la performance publique, lie le contrôle de gestion et la performance sociale en introduisant l'audit interne dans le secteur public. Enfin, un troisième modèle alternatif se dessine, orienté par le service à rendre au public, la participation, l'exigence de transparence et de " redevabilité ".
