Abstract

Ce papier part du postulat que la justice « perçue » d'une mesure comme le péage urbain est importante pour la politique publique. Pour analyser cette perception nous nous appuyons sur une enquête d'opinion réalisée dans l'agglomération lyonnaise en 2003. L'attitude générale est que les encombrements sont un problème important, il y a de la bonne volonté pour chercher des solutions mais un refus a priori de se voir imposer des mesures de régulation jugées trop dérangeantes. Les enquêtés expriment des préférences assez nettes pour certains principes de régulation (règle morale, compensation) au détriment de la tarification ou même de la régulation administrative ou traditionnelle (file d'attente). Des points d'ouverture sont identifiés, qui pourraient être exploités pour former des coalitions susceptibles de supporter ce type de mesure. Enfin, certaines dimensions de l'équité ont pu être mises en évidence à travers l'analyse des réponses des enquêtés.
