Evolution de l'usage des transports collectifs et politiques de déplacements urbains : Programme de recherche et d'innovation dans les transports terrestres (PREDIT)

Abstract

L'agglomération lyonnaise s'est constitué au fil des ans un des réseaux de transports collectifs les plus densément utilisés. Entre 1976 et 1995, Lyon a ainsi connu la construction de quatre lignes de métro et l'amélioration de son réseau de surface, le tout pour plus de 2 milliards d'euros d'investissement. Or, la part de marché des transports collectifs en 1976 représentait 22 % des déplacements motorisés alors qu'elle stagnait à 21 % en 1995. Quels enseignements en tirer ? Prenant pour exemple cette ville, représentative en France de bien des agglomérations, les auteurs tentent de dégager les tendances à l'œuvre afin de quantifier la part de marché des transports collectifs. L'évolution générale apparaissant défavorable aux transports collectifs, ils préconisent des pistes pour inverser cette tendance. Cette étude peut être particulièrement utile dans la perspective de l'élaboration ou de la mise en œuvre des plans de déplacements urbains (PDU), inscrits dans la loi sur l'air et renforcés par la loi sur la solidarité et le renouvellement urbains, pour maîtriser la croissance des déplacements en voiture dans les agglomérations.
