Towards a more coherent oil policy in Russia ?

Abstract

What is the Russian Oil strategy in the new conditions of the international oil market? The failure of the Russian oil privatisation is leading the Russian government to define a new oil policy. Russian must choose between two extreme positions: the one is an "OPEP model", the second is a "Norwegian model". The choice between these two models will define the Russian position towards the OPEP price policy.
