Abstract

Dans l'industrie, les activités de maintenance, considérées comme non stratégiques, sont largement sous-traitées. Alors que ces activités sont essentielles au maintien de la fiabilité d'organisations à risques, leur sous-traitance est fréquemment incriminée lors de catastrophes industrielles. Elle produit à court terme des gains financiers mais donne également lieu à des effets non désirables, en matière de compétences notamment. Une étude de cas approfondie, longitudinale et multi-niveaux au sein de la branche d'activité à risques d'une grande entreprise publique nous permet de retracer le processus de dégradation des compétences, d'en identifier les facteurs et de nourrir l'analyse des relations entre modalités de contrôle inter-organisationnel et compétences nécessaires aux activités sous-traitées.
