Quel instrument budgétaire pour la zone euro ?

Abstract

La crise financière a révélé la faible résilience aux chocs de la zone euro ainsi que son incomplétude en tant que zone monétaire. Celle-ci est confrontée à une panne de sa convergence avec une baisse significative des niveaux croissance dans les pays périphériques, ce qui menace la stabilité économique mais aussi politique de la zone euro et participe à la montée de l'euroscepticisme. Ces défis à relever doivent passer par un futur budget de la zone euro. Se pose ainsi la question de la forme et des fonctions de ce budget. Cet article présente les propositions pour un budget dédié à la stabilisation automatique et expose les différentes modalités d'une assurance chômage européenne, considéré comme instrument favori.
