Abstract

The collapse of the centralized planning system is a key argument for the economic crisis. The USSR was a largely protected and autarkic planned economy. During the peaceful coexistence regulated by the arms race, Russia inherited a bloated arms industry, unable to become competitive in civilian products. Corruption and predation became managerial rules, which led to a high concentration of economic and technological power in the hands of a few "oligarchs" close to the Kremlin. The financial crisis and the lack of investment in infrastructure have weakened a Russian economy in which Russian markets have never really functioned well, according to clearly established rules and financing. The help of Western authorities has mainly consisted in supporting Boris Yeltsin and his oligarchs to stay in power, with all the means available to them. This, in the longer term, may constitute a significant danger with regard to the still possible use of nuclear weapons.
