Abstract

Les programmes d'étiquetage sont de plus en plus mobilisés par les gouvernements comme un instrument informationnel adéquat susceptible de contribuer à une meilleure régulation des problèmes environnementaux. Les auteurs soulignent que les administrations pourraient intégrer les programmes d'éco-étiquetage dans leurs décisions d'achat, à la fois pour protéger l'environnement et pour renforcer ces programmes visant à modifier le comportement des consommateurs privés. Ces deux effets sont susceptibles d'être significatifs, étant donnée l'importance des achats publics de biens et services. Les auteurs effectuent une revue des barrières potentielles au développement des marchés verts, et explorent plusieurs alternatives par lesquelles les politiques publiques d'achat sont susceptibles de promouvoir la diffusion de produits éco-labellisés.
