Abstract

La transposition de méthodes d'amélioration des performances industrielles au secteur tertiaire est une démarche entreprise depuis plus d'une trentaine d'année, avec des cibles incluant des entités appartenant à la fonction publique. Cette démarche est cohérente avec des méthodes et réformes cadrant ce secteur d'activité, telles que la NMP (Nouveau Management Public) et la LOLF (Loi Organique relative aux Lois de Finances). Ces pratiques ont été à l'origine d'améliorations dans des domaines transversaux, comme le pilotage de la chaîne logistique du secteur et l'amélioration de la chaîne de valeur, mais restent marginales. L'utilisation de ces méthodes, souvent perçues comme entrainant une diminution du service à l'usager, reste en effet très controversée au sein du secteur public. Cette communication a pour but de mettre en avant l'intérêt que peut avoir le secteur public à s'inspirer des méthodes "industrielles", ainsi que la nécessité de les redéfinir pour qu'elles deviennent pleinement applicables à la fonction publique.
