Régulation de l'exploitation d'une ressource renouvelable : inefficacité d'un rationnement d'input et efficacité des quotas individuels transférables (QIT)

Abstract

L'analyse économique de l'exploitation des ressources renouvelables est souvent abordée dans le cadre d'un modèle agrégé où l'effort de capture est représenté par une seule variable synthétique comme la puissance totale des bateaux. De plus les rendements d'échelle sont souvent supposés constants pour simplifier la formalisation. L'article intègre dans une optimisation dynamique une modélisation explicite et générale de la technologie de capture à l'aide d'une fonction de coût flexible. Cette approche permet de comparer l'exploitation optimale de la ressource à une régulation basée sur la restriction d'un input et une limitation de l'accès par des licences. La perte d'efficacité a été estimée, et une illustration du modèle sur l'exploitation de la coquille Saint-Jacques en baie de Saint-Brieuc a été présentée. Il est ensuite montré qu'un système de quotas individuels transférables peut restaurer l'optimum en fixant le seul niveau global des captures.
