Abstract

Les projets alimentaires territoriaux, connus sous l'acronyme PAT, ont été prévus dans l'article 39 de la Loi d'avenir pour l'agriculture, l'alimentation et la forêt (LOAAF) du 13 octobre 2014. Cette disposition confirme que l'agriculture, et les politiques qui lui sont appliquées, ne peut désormais plus s'envisager de façon indépendante du système alimentaire en général. Mais elle peut aussi conduire à ce que l'alimentation soit d'abord considérée à l'aune de ses effets sur le secteur agricole. Quatre années et de multiples initiatives plus tard, qu'en est-il ? Le principe du PAT, et ses applications sur le terrain, induisent-ils une rupture dans les stratégies territoriales et les politiques publiques relatives à l'alimentation et à l'agriculture ? Peut-on en attendre dans l'avenir des ruptures dans les conceptions et les pratiques des acteurs ?
