Assessing marine resource damage and the clean-up cost of oil spills

Abstract

Cette communication analyse quelques coûts sociaux de la marée noire entraînée par le naufrage du pétrolier Amoco-Cadiz ou 220 000 tonnes d'hydrocarbures ont été déversées sur 350 kilomètres de côtes françaises en 1978. Après avoir présenté les méthodes de calcul des dommages pour chaque catégorie de coût social (coût de nettoyage et de remise en état, pertes d'aménité, pertes du tourisme et dommages des ressources marines), les auteurs montrent les différents problèmes qui se sont posés lors des opérations de nettoyage et de remise en état. Les limites d'une analyse statique sont illustrées et une approche dynamique est proposée.
