Interprétation économique, avantages et limites du principe de découplage des instruments de soutien des revenus agricoles

Abstract

L'accord agricole du cycle d'Uruguay contient une définition du type d'aides aux agriculteurs pouvant être exemptées de l'engagement de réduction du soutien à l'agriculture. Ces aides, dites "découplées" (indépendantes des quantités produites), sont censées ne pas interférer avec les mécanismes du marché. L'article expose les fondements théoriques des avantages économiques que présentent de telles aides par rapport aux soutiens "non découplés", c'est-à-dire étroitement liés aux quantités produites. Toutefois, tout en restant dans ce cadre d'analyse qui se réfère à l'efficacité du marché, on peut mettre en évidence certaines limites à la supériorité du "découplage". En outre, au-delà du découplage vis-à-vis de la production agricole, le système des aides à l'agriculture doit intégrer la rémunération ciblée des fonctions non marchandes qu'assume ce secteur.
