Évaluation démocratique et performance des politiques publiques territoriales : les enseignements d’une analyse comparative à l’échelle internationale

Abstract

Cet article propose de mettre en relation une analyse comparative des réalisations menées dans le domaine de la gestion des déchets dans un grands nombre de pays avec un cadre conceptuel en sciences de gestion qui soutient qu'une implication large des différentes parties prenantes à la gestion des politiques publiques peut être un levier d'apprentissages organisationnels. Cette contribution participe à enrichir les fondements théoriques et empiriques de la thèse proposée par Argyris et Schon (1978) et Gareau (2008) selon laquelle la composante démocratique de l'évaluation est un puissant vecteur de performance. Summary This paper shows that the involvement of stakeholders of a public policy may be highly relevant to improve the efficiency of public management. The main mechanism we analyze in this paper is based on the organisational learning theory proposed by Argyris & Schon (1978). The paper focuses on the waste management policy that is one of the main issues of sustainable development. To demonstrate the interest of learning process argument, we propose to analyze some case studies among different countries in the light of the theoretical insights derived from management science literature.
