Abstract

Aujourd'hui, la littérature foisonnante sur les communs distingue deux grands types de communs, les communs traditionnels et les communs informationnels. Si les deux sont une construction autogouvernée de ressources communes avec des droits distribués pour les « commoneurs », selon la définition proposée par Coriat (2015) reprenant les travaux d'Ostrom (2010), les premiers sont liés à des ressources naturelles (l'eau, les forêts, les poissons…) alors que les seconds sont associés à des ressources numériques qui mettent en jeu la connaissance (logiciels libres, Wikipédia). Notre recherche s'inscrit dans un programme de travail développé par la chaire ESS-UPEM sur les communs sociaux. L'hypothèse de notre programme de travail est que l'économie sociale et solidaire, pour certaines de ses réalités tout au moins, peut receler un troisième type de communs associés à des ressources qui sont des ressources sociales telle la santé, l'emploi, l'éducation ou encore la culture, avec une visée universaliste quant à leur accès. Ces communs sociaux n'étant d'ailleurs pas exclusifs des biens naturels ou intellectuels. L'objet de notre article est de discuter la part des pouvoirs publics dans les nouvelles réalités que sont les Pôles territoriaux de coopération économique (PTCE) considérés dans la perspective des communs sociaux.
