Abstract

Le RMI, l'API et l'ASS visent à aider des personnes en âge de travailler, et a priori aptes à le faire1 ; ils représentent une dépense d'environ 8 milliards d'euros, dont presque les deux tiers pour le RMI. Les rapports critiques portant sur le dispositif de minima sociaux se sont multipliés en 20052 : il est jugé incohérent, trop compliqué, peu incitatif à la recherche d'un emploi, et sujet à une fraude importante. Certains préconisent la fusion entre l'API et le RMI, qui, associée à des mécanismes de contrôle et de sanction accrus, permettrait de " remettre l'activité au coeur de la politique sociale "3. D'autres voient dans le renforcement des incitations financières à la reprise d'un emploi, la clé de voûte de l'insertion4. Dans cette optique, le gouvernement a soumis une proposition de loi qui modifie sensiblement le mécanisme d'intéressement5 (...).
