Les opérateurs de mobilité électrique et la problématique de la diffusion du véhicule électrique (VE)

Abstract

Prenant sa source d'abord dans la sphère financière et gagnant par la suite l'ensemble des secteurs de l'économie, la crise apparue en 2007 a contribué à synchroniser les temps politiques, économiques, sociaux et environnementaux. Fondamentalement renouvelé par rapport au véhicule thermique usuel, tant du point de vue de sa conception technique que de son modèle socio-économique, le VE émerge sur la base d'un écosystème, effervescent et non stabilisé, composé d'acteurs traditionnels de l'industrie automobile (équipementiers, etc.), mais également d'une myriade d'acteurs inédits. L'apparition de ces nouveaux acteurs est-elle, en effet, de nature à amorcer la diffusion du VE, lui qui n'a jusqu'à présent jamais dépassé le stade de l'émergence, malgré de nombreuses tentatives (Fréry, 2000) ? Si oui, dans quelle mesure, à quelles conditions et suivant quelles modalités ? Au-delà, le rôle des opérateurs de mobilité électrique se cantonne-t-il à l'émergence du VE, ou bien est-il susceptible d'en impacter le rythme de diffusion ? nous proposons - dans un premier temps - d'expliciter la genèse du marché des opérateurs de mobilité électrique puis, dans un second temps, d'en préciser le périmètre et les parties prenantes à l'aide du concept de marché bifaces. Par la suite, en nous appuyant sur les apports de l'économie des réseaux, nous interpréterons l'apparition des opérateurs de mobilité électrique comme visant à créer les conditions cadres de rendements croissants d'adoption spécifiquement articulés au VE.
