Les pratiques RH dans les systèmes productifs locaux : six cas en France

Abstract

Dans quelle mesure le SPL en tant que forme d'organisation de la proximité permet-il de répondre aux problèmes de GRH des PME-TPE? L'article évalue et compare plusieurs pratiques en termes de GRH propres aux SPL. L'étude de six SPL en France (dans les régions Bretagne, Rhône-Alpes et Centre) nous permet trois niveaux d'analyse. Primo, la mutualisation de la GRH entre les membres d'un SPL s'inscrit dans une logique de réseau ou groupement d'employeurs dont l'objectif est la réduction des coûts. Secundo, la proximité physique, territorialisée, résulte d'une dynamique de complémentarité entre les entreprises et les pouvoirs publics, à travers les dispositifs pour l'emploi et la proximité avec les centres de formation. Cette dynamique attire de nouvelles implantations, pour lesquelles la présence d'un pôle de main d'oeuvre qualifiée, spécialisée, est perçue comme une externalité positive. Enfin, la GRH commune est un moyen d'organisation de la proximité, à l'aide de la construction, dans le temps, d'une culture commune, dont les dimensions d'appartenance et de similitude seront expliquées.
