Oportunidades y riesgos de la transferencia del servicio Wawa Wasi a los Gobiernos Locales Provinciales

Abstract

El presente estudio analiza la información recogida en una investigación realizada en el marco del Proyecto Niños del Milenio acerca de las oportunidades y riesgos que representa la transferencia del servicio Wawa Wasi a los Gobiernos Locales Provinciales, según la opinión de diversos actores clave. El Programa Wawa Wasi ha brindado sus servicios de manera centralizada desde 1993. Sin embargo, en el año 2003, el Gobierno de entonces decidió la transferencia de varios programas sociales a los municipios provinciales. Durante el año 2006, el Gobierno empieza a tomar medidas concretas para ejecutar la transferencia del programa Wawa Wasi, junto con otros programas sociales, a los Gobiernos Locales Provinciales. Este documento se centra en la transferencia inconclusa del servicio Wawa Wasi durante el periodo comprendido entre abril de 2006 y diciembre de 2008.
