El gasto público social frente a la infancia: análisis del Programa JUNTOS y de la oferta y demanda de servicios asociados a sus condiciones

Abstract

El presente estudio busca contribuir con la literatura sobre los programas de Transferencia Condicionada de Dinero (conocidos como Condicional Cash Transfer, CCT por sus siglas en inglés) y del programa JUNTOS en particular, realizando una investigación sobre cambios en el estado de oferta y demanda asociadas a las condiciones del programa. Ello se realiza desde la perspectiva de los principales receptores del programa sobre la base de dos estudios de caso: uno de ellos en un distrito intervenido por el programa y el otro en un distrito similar aún no intervenido. Así, se recogió información cuantitativa y cualitativa principalmente a través de entrevistas y encuestas a una muestra de beneficiarias de Juntos y representantes de establecimientos de salud e instituciones educativas en los dos distritos estudiados. Con dicha información se ha comparado y analizado las percepciones de los usuarios acerca de los eventuales cambios en la oferta y demanda de los servicios de salud educación asociadas a las condiciones del programa JUNTOS, tratando de identificar si estos pueden ser atribuidos al programa.
