Algunas reflexiones sobre el informe del Pacto de Toledo y los planes del Gobierno en materia de pensiones

Abstract

El reciente informe de la Comisión del Pacto de Toledo y el proyecto de Presupuestos Generales del Estado de 2021 marcan el inicio de una reforma del sistema público de pensiones que desmantela los mecanismos de control automático del crecimiento del gasto que constituían el núcleo de su antecesora. Este giro de timón se justifica en parte mediante un diagnóstico voluntariosamente optimista de la situación financiera actual y de las perspectivas futuras de nuestro sistema público de pensiones contributivas y/o de la capacidad del Estado para inyectar los recursos adicionales que pudieran ser necesarios para mantener el sistema actual sin grandes cambios. En el presente artículo se cuestiona este diagnóstico y se aboga por una política de pensiones más cauta que la que está planteando el Gobierno.
