Abstract

La nueva iniciativa normativa del gobierno, al igual que todas las leyes y planes de infraestructuras que le han precedido, comienza con una descripción de la importancia del transporte en la economía y su repercusión en el bienestar de las personas. El énfasis de la exposición de motivos varía en cada caso dependiendo de qué gobierno está a cargo y de las prioridades del momento. En el pasado reciente el acento estuvo en introducir más competencia en la provisión de servicios de transporte, en el aumento del stock de infraestructuras, y en la participación privada en su construcción y operación
