Los programas de alivio a la pobreza Puente y Oportunidades: una mirada desde los actores

Abstract

Este texto examina de manera comparada los programas Oportunidades de México y Puente de Chile, desde el punto de vista de las percepciones, sentimientos y realidades de los actores de los programas, sobre la base de entrevistas a quienes los ejecutan y a las familias beneficiarias. En la primera sección se muestra el contexto en que surgen estos programas en los inicios de los años noventa, en la segunda se ofrece es una mirada general a los dos programas, donde se examinan las similitudes de enfoque y las diferencias en su realización. En la tercera sección, se analiza la noción de familia que poseen ambos programas, así como el impacto de este diseño en el grupo objetivo, se extraen los desafíos y lecciones para futuros programas. En la cuarta parte, se examina la mirada de género implícita en la ejecución de las dos iniciativas. Finalmente, se sintetizan las principales conclusiones sobre la base de la información recogida.
