Nuevas políticas e instrumentos para el financiamiento de las PYMES en México: oportunidades y desafíos

Abstract

Este documento analiza la evolución de las políticas públicas, las instituciones de apoyo y los principales instrumentos orientados a promover el financiamiento de las pequeñas y medianas empresas en México durante la última década. Para ello se examinan primero las grandes transformaciones ocurridas en los últimos veinte años en el sistema financiero mexicano y sus efectos sobre las relaciones financieras de las pymes. Luego se revisan los lineamientos generales seguidos para el diseño de las políticas de financiamiento al sector a partir del año 2000, las transformaciones macrofinancieras y la implementación de programas para promover el financiamiento de pymes por parte de los tres actores públicos más relevantes: la Subsecretaría de Pymes, Nacional Financiera (NAFIN) y el Consejo Nacional de Ciencia y Tecnología (CONACYT), así como sus canales y productos. Se concluye con una evaluación de las políticas y sus desafíos. recomendaciones de política
