Entwicklung der Kriminalitätseinstellungen in Deutschland: eine Zeitreihenanalyse anhand allgemeiner Bevölkerungsumfragen

Abstract

Im vorliegenden Beitrag wird die Entwicklung in den Kriminalitätseinstellungen in Deutschland seit den 70er Jahren anhand allgemeiner Bevölkerungsumfragen nachgezeichnet. Entgegen der weit verbreiteten Meinung zeigen die Sekundäranalysen insgesamt einen besonders seit Mitte der 90er Jahre zu beobachtenden Bedeutungsrückgang hinsichtlich verschiedener Einschätzungen zur Kriminalität. Zudem liegen sowohl die Furcht vor Kriminalität als auch die Wahrnehmung von persönlichen Kriminalitätsrisiken in Deutschland derzeit unter dem europäischen Durchschnitt. Neben der methodischen und theoretischen Einordnung der in der Kriminalitätsfurcht-Forschung untersuchten Aspekte und der Darstellung der wichtigsten Umfrageergebnisse werden Veränderungen in den Kriminalitätseinstellungen insbesondere anhand von Auswertungen des Sozio-oekonomischen Panels (SOEP) zu erklären versucht. Insgesamt legen die Auswertungen der SOEP-Daten den Schluss nahe, dass es in den letzten Jahren zu Bedeutungsverschiebungen in der Wahrnehmung sozialer Probleme, wie Arbeitslosigkeit, Krieg und Kriminalität, gekommen ist.
