Marktstrukturen in der Trinkwasserversorgung

Abstract

Mit mehr als 6.000 Unternehmen kann die Trinkwasserversorgung Deutschlands im internationalen Vergleich als höchst fragmentiert angesehen werden. Während die Trinkwasserversorgung in zahlreichen Ländern durch eine ähnliche Fragmentierung gekennzeichnet ist, gibt es aber auch Beispiele höchst konsolidierter Versorgungsstrukturen: so gibt es in England und Wales lediglich 22 Trinkwasserversorgungsunternehmen und 13 in den Niederlanden. Aufgrund solcher Unterschiede stellt sich die Frage, welche Marktstruktur zu bevorzugen ist und ob aufgrund struktureller Reformen mögliche Kosteneinsparungen bei der Bereitstellung von Trinkwasser für die Verbraucher realisiert werden könnten. Während für Deutschland bislang kaum verlässliche Studien vorliegen, gibt es eine Vielzahl an Untersuchungen zur Struktur der Trinkwasserversorgung in anderen Ländern.
