La courbe de Beveridge : Belgique, 1970 - 1993

Abstract

Le cadre de la courbe de Beveridge est utilisé pour analyser l'évolution du chômage et de sa persistance en Belgique dans une perspective de long terme. Une attention particulière est apportée à la distinction des phénomènes conjoncturels, d'une part, structurels et frictionnels, d'autre part. La présentation du modèle théorique est suivie d'une description des variables et indicateurs utilisés dans les tests économétriques. Les résultats de ces tests montrent que les phénomènes structurels ont une influence non négligeable sur l'évolution du chômage en Belgique; l'insuffisance de création d'emplois est largement responsable de ces phénomènes structurels et reste donc le problème majeur. Ces résultats nous conduisent à formuler quelques propositions en matière de politiques d'emploi.
