“Salario profesional" y calidad de la educación

Abstract

“Los aumentos salariales para los docentes tienen un impacto fiscal muy superior a los aumentos en cualquier otro sector y, en el contexto del Factor Social de productividad, precios y salarios y de las políticas del Salto Educativo, deben tener una justificación clara en términos de su impacto real sobre la calidad de la educación. Tradicionalmente, la realidad del sector educativo se ha caracterizado por grandes deficiencias en la información y vacíos en materia de seguimiento y evaluación de los programas y políticas educativas. Esto ha desembocado en una situación en la cual las crecientes demandas de recursos financieros para la educación se han dado paralelamente con una incapacidad para evaluar la gestión del sector y la eficiencia y efectividad en el uso de esos considerables recursos. En estas circunstancias el gobierno considera que si bien las aspiraciones de mejoramiento salarial de los docentes son legítimas (el salario promedio de un decenio es de $256.000 frente a $448.000 para el resto de los empleados públicos), la sociedad tiene derecho a exigir que los salarios de los docentes, que absorben uno de cada cinco pesos que los contribuyentes entregan al estado, se traduzcan en una mejor educación para sus hijos.”
