Abstract

“Este documento se divide en dos partes. En la primera se analizan cuatro importantes deficiencias del sistema educativo: 1) la falta de continuidad entre niveles, 2) la debilidad de las instituciones escolares, 3) la dualidad del sistema educativo, y 4) la deficiente cobertura del mismo. En la segunda parte se enuncian algunas propuestas Para reestructurar el sistema educativo y se desarrollan los mecanismos más adecuados Para su implementación.”
