Abstract

"Desde mediados de la década de los 90, Colombia adoptó un nivel de gasto público muy superior al de sus ingresos. Por esa ruta llegó a una crisis previsible, representada en una deuda pública que duplicó en seis anos. Este libro reúne las recomendaciones que formuló el Consejo Directivo de la Misión del Ingreso Público, para conjurar tal situación en el mediano plazo, reformando el sistema tributario del país. El trabajo, resultado de un amplio proceso de investigación y discusión de expertos nacionales e internacionales, se concentra en descubrir los cambios estructurales que se requieren para mejorar la eficiencia del esquema impositivo nacional. Algunas de las propuestas del Consejo fueron incorporadas en la reforma tributaria de 2002. Otras, la mayoría, están planteadas en este libro que sin duda servirá como guía para orientar las transformaciones que se deban producir en materia fiscal en los próximos anos."
